Neville Mars of the Dynamic City Foundation coordinated five Dutch and five Chinese studios to conceive a long-term vision for Caofeidian, the new green dream city of northern China. This was not a collaborative vision but a design in relay, with each team adding or superimposing urbanity for 100,000 new citizens in hypothetical five-year periods between 2010 and 2050. During a period of ten weeks, the 3D file of the cumulative proposal travelled from office to office. The proposal forms an exhibition exhibited initially at the Dutch Culture Center of the Shanghai World Expo 2010.

BAU’s framework for phase 5:
– Continuous networks of urban development allow smooth flows of urban programs, information, goods, and people throughout the city.
– Continuous networks of rural land allow smooth flows of rural and nature programs. All citizens can readily escape urbanity into alternative environments of farming, recreational parks, and wildlife zones.
– Overlapping the networks creates intense areas of urbanity, intense areas of ecology, and hybrid areas which enable both the urban and rural to be continuous.
